This telegram contained the roquent that pilots and achenics should not be sent to Hong Kong except on the understanding implisit in Colonial orrine telegram to His Excellency the Governor No.188 of 29th Jeptember, vis: that the deprture from the Colony of assebled airoraft destined for milit ry pur oses in Chine would not be allowed.
